HMRC Economic Crime Supervision (ECS) – Fee Changes from 1 December 2025

Following feedback from around 500 businesses, HMRC has confirmed revised ECS fees that will take effect from 1 December 2025.

Key Fee Changes

1. Premises Fee

  • Increases from £300 → £400

  • Charged per premises when your annual supervision fee is due.

2. Fit and Proper Test Fee

  • Increases from £150 → £500

  • Applies only to:

    • Trust or Company Service Providers (TCSPs)

    • Money Service Businesses (MSBs)

3. Application Fee (Reintroduced)

  • £300

  • Payable by:

    • New businesses applying for supervision

    • Existing businesses that miss their annual supervision deadline and must reapply

4. Small Business Reduction (Turnover < £5,000)

If eligible:

  • You must still pay the full application fee and premises fee upfront

  • You may later apply for a refund of:

    • £300 (full application fee)

    • £200 of the premises fee
